[Twinsen][0.16.30]Can paste wires onto enemy transport belt using bp

I can blueprint wires onto an enemy transport belt, stoppping the belt.

Blueprint building over entities of an enemy force is no longer ignorable(blue). (58715)

Fixed in Version: 0.16.31.
