"failed to load tech" error spam

"failed to load tech" error spam

In factorio 16.28 this week, i started a new map and have a bunch of mods enabled, some already updated to newest base version, but when i open Research Queue's technology gui window, occasionally it spams "Cannot Load Technology" and i'm curious if there is a way in debug menu or log somewhere to see if there is technology a mod is adding incorrectly??? The message displayed doesn't give me any useful information so i have no idea where to start looking to help mod authors resolve any issues these frequent updates can sometimes [read as: inevitably] cause. Any suggestions?
