Server Not Responding When Downloading Map

Hey, I ran into an issue when connecting to a factorio server via a low bandwidth, high packet loss, high latency connection.

When downloading the map progress is being made (at between 50kb/s and 100kb/s), but eventually the "server is not responding" bar gets too high (it go up and resets a few times, but eventually stops reseting).

I think the issue is that the network is getting saturated by the download and either too many packets are getting dropped that the packet that resets the "server is not responding" never gets through, or the latency gets so high that the "server is not responding" packet doesn't reach the client in time.

When I get into a game it runs remarkably well, and I am able to play for hours without being disconnected or major lag, I just run into issues downloading the map.
