Mod settings not been synchronized with steam cloud

Hello Builders!

Im playing Factorio with two different PCs from time to time. When I start a new game with new mods I sometimes change some of the mod settings. These settings are stored in

 %appdata%\Roaming\Factorio\mods\mod-settings.json

After exit of the game the savegames are uploaded to the steam cloud. I can then start Factorio on the other PC, savegames are synchronized and when loading them I can load aditional mods. So far so good.

The actual problem is the missing mod-settings file. So when I load a savegame there comes this message with xxx was removed, and so on. Is there anyway to get this done or should I create a bug report?
Has someone similiar problems?
