I don't see this as a bug either; it is at most the lack of a feature. I also don't think it is worth wasting the time and effort to add a fix since it is so rare and the work-around of just restarting is so easy.

So, I started my very first game in the new stable release. I thought I'd try "Death World" without any other changes to the settings; but on start, I find myself on a tiny island, with no ability to progress (screenshot attached).

...I was not impressed. You could argue this isn't a bug since the game loaded, but I'd consider starting on a map that won't allow gameplay beyond catching a few fish constitutes unwanted behavior. Certainly this would be bad for new players trying out the game for the first time.
