From what I understand biters occasionally send out "colonizers" who build new nests in suitable places. Apparently some of them thought it's a good idea to get near your base

So what exactly is the problem ? This seems to me like standard "biters colonization" base.

Is this three chunks away from a player base? The distance between the edge of the player base and the edge of the biter base appears to be a chunk at most. How is the distance checked anyway?
I like this though, it's a very interesting situation to be in! I wonder if the spawners will start sending a constant influx of biters at the base soon?

I like to restrict biter expansion near my base. I use walls to block expansion.
After loading a game I noticed sections of the map that I had "blocked" were listed as "enemy expansion candidates"
I tested with a newly generated map.
save game, reload from save
placing new wall or deleting replacing wall again clears "candidate" status.
saving/reloading resets.
Same issue
Edit: I just added a chest below wall, same result as with wall. Suspect other structures will be same.

Chunks changed to "not candidates" (as expected)save game, reload from save

Thank you for the report, this was indeed a problem with saving expansion candidates. It is fixed for 0.10.3.
I have no idea what I'm talking about.
