Additional Pollution Layer possible ?

As I tinkering to do some modding.
Currently trying out this with a fusion-energy mod, maybe extending it later to antimatter.
As I have some 20 Mio Uran ore in sight but need only around 80MW currently the only realiably use for uran is the atomic missle, and that’s an very powerful weapon.
I want to have the player think about to use such powerfull weapons because it comes with side effects (like currently with the arty, which start a tsunami of biters)

I have the idea of adding an additional pollution layer for nuclear-pollution.

The idea is to have a lingering area like the current pollution if you use atomic missle and/or uranium-munition.

Everything in this area will get a radioative flag.
You can use all like normal, but all machines should break down over time, all items taken out of this area should spread the radioactivity to nearby entities and so on.

So you can mine in this area and all, but have a higher effort to use this ores/things, because of constantly repairing need and an additional cleaning for entities and trains and so on.

So long story short :
• Is it possible to add additional pollution layers ?
• Is it possible to add a new flag to all entities ?
• How to do the damage and spread of the nuclear pollution ( I may think that will need some Lua-programming)
