[16.21] Can exceed stack size in assembly machines

It's possible to place superstacks in assembling machines.

Repro:
1. Place an assembly machine. Any kind will do.
2. Select a recipe.
3. Ctrl-click on an item in your inventory to fill the input stack. In this example, it placed 144 red belts in the assembly machine. (Bonuses I picked up somewhere? I dunno...)
4. Making sure you have items on your cursor, use right click to place additional items on the stack one at a time.

Actual Behavior:
The stack grows for as long as you continue to put items on it. I don't know if there's an upper limit on how many you can place.

Expected Behavior:
Cannot create superstacks.

[Edit: I installed several mods yesterday, but this behavior existed without any mods installed. I observed it as far back as 16.16. (Just recently started playing again--no data from before that.)]

It has worked this way since 0.12.
