0.16.x Fluid wagon acting as locomotive and menu not opening

As described in the title after starting my first game of 16.x i found after needing to pump something across the map that the fluid wagon is acting as a locomotive and wont open its menu to separate tanks. I was using mods originally but after seeing the bug I disabled and tried again and it is still bugged.
