[16.13] Logistics bots not deploying

It seems like coinciding with the 16.13 update, logistics bots stopped deploying to service logistics requests anymore. I have a map that has multiple independent bot networks usually containing 500-1000 bots. My smelters for example are bot based, so are my mining outposts. But as of recently, it seems like the bots are not deploying, despite there being lots of requests to be fullfilled.

Note that in the mining outpost, there are multiple chests with 2k iron ore request per chest. The chests are nowhere near full. There are 1000 bots in the network. The miner provider chests are full. Yet at any given moment, there are no more then about ~70 total bots actually flying,

Also note in the video that the production graph of my whole base suddenly dropped, coinciding with the 16.13 update. Since my smelting is bot based, my base has ground to a halt because of the bots no longer moving.

Please let me know what additional debug information I can provide if necessary.
