Change password from console

I am now running a simi-public server online and I would like to change my room password directly from console.

Why?

I want the server be public(no password) only when there is at least one admin online or during a period of time, and keep a password late at night which only admin can edit, or allow others to come.

What I am now doing

I have to restart the game when I update the configuration and the gateway will possibly return 400 when several restarts happen in short period of time. Also, there is a period of time that server is not available.

What I expected

The OP can set password directly from console.
When the password is set, all non-OP player will be kicked out and are required password to re-login the server, so that there is no need to restart the server which have to force all people to re-join the game.

What's more

I am not sure if this requirement can be done via script, and disable achievement is a little be hard for some people XD.
If there is an option allow dynamic configuration, please send me the link and I will read the wiki more carefully next time. ;(
