don't increase wagon.max_speed by fuel bonus

Please don't apply fuel speed bonus to wagon.max_speed.

For example a cargo-wagon set to max-speed = 1.0 (216 km/h) will be pulled with 216 km/h by coal powered locomotives, but with 248.4 km/h by rocket fuel powered locomotives.
It makes no sense for locomotives capable of going 300 km/h adhering to wagon.max_speed on coal while suddenly pulling wagons above rated speeds on high grade fuels.
