If your personals are busy they obviously need to charge sometimes. And when they are recharging around you, you dont't have to wait. Just mine them with the right mouse button and they will away fully recharged right away.
Maybe it is just a tip, but I think it's a cheat. (and I use it a lot when clearing a forest on a place outside the reach of my logistic network)

This is not a bug. This is currently intended. And yes it is cheaty. Most of people do abuse it in early game when you have no fusion reactor in your armor.
