[0.10.0] Inserters not inserting into filtered cargo wagon

0.10.0 added the nice feature of filtered slots in cargo wagons. This makes it possible for oil trains to only have one cargo wagon.

But:

If a cargo wagon has filtered slots (for filled oil barrels) and a number of unfiltered slots and the unfiltered slots are all full an inserter with filled oil barrels will not insert even if there is room in the filtered slots.
If you make room in the unfiltered slots the inserter will start inserting the filled oil barrels into the filtered slots.

I would guess there is a bug with the function checking for available space in the cargo wagon.
