Personal Roboport should NOT consume last inventory item
If I want to ghost plant eg. walls and have 1 wall in my inventory to ghost plant from, if I have personal roboport equipped the robots will snatch that one wall right out of my hands and make me unable to ghost plant further wall. I cannot see an instance where its beneficial to consume the last item in a players inventory (especially if there's stuff available in the logistics network).

Sometimes you want it to use the last item, but never the last item in your cursor.

Yea i had this too, when i didnt have blueprints for a reason or two. Id run in circles so the bot didnt steal my last item, while i spastically tried to grab it myself.
Mostly in the instance i had 1 more item to place, and that outpost would supply itself. I would do this and be done with it.

I'd like to just be able to make blueprints for anything, even without having one of the items in my inventory. Then this wouldn't matter.

agreed! robots should not have access to items you are holding. or perhaps we could have the option to not consume the last of an item.

In https://www.factorio.com/blog/post/fff-191 there are some very interesting ideas that would probably make that problem moot by in particular allowing to place a ghost of an item you don't have.

Picker extendes sort of does this via its temperary blueprints.
But yea, the next version of the game seems like it will do this among other things
