I'd suggest trying map revealing console commands before claiming there's no oil on the map. I had a map once where the closest oil patch was ~1150 tiles away, and the next one was at ~1300 or so.
If you're making maps with very low oil frequency and lots of water, it can happen easily.

Especially with some settings, oil can be very rare. You'll find it eventually if you go far enough. I also see some mods, so they could be affecting resource generation (ex. making oil more rare, if you have RSO or something)
