[Rseding91] [0.15.34] Scaled layered icons malfunction

I discovered another issue that is related to layering icons
The top icon layer is misaligned. UI scale is default.

It's consistently appearing for layered recipe icons. I also ended up with this behavior when you scale the UI to a different size (see linked thread above). From that I take the guess that the images themselves are scaled up but not their relative position to each other.

Attached is a mock-up mod and a save showing the issue.
