No flame on flamethrowers with no fuel

TL;DR
Flamethrowers that have no fuel should not show a flame burning.
What ?
Don't show a flame burning on flamethrowers that have no fuel.
Why ?
To make it easier to see if they are out of fuel, and because it makes more sense.
