Hello,
When you have a blueprint from your blueprint library in your hand, you can destroy half an item stack from your tool belt.
I tested with all mods removed.
Steps to reproduce:
1. Start Factorio and load any save or start a new game or sandbox. The bug occurred in every save I tried.
2. Put some item stacks on your tool belt. (I tested with stone furnaces x50, and other items, but it occurs with any item, even with a stack size of 1)
3. Open your blueprint library. (I had an existing blueprint/book in the right side "My Blueprints" section.)
4. Click a blueprint to pick it up.
5. Right-click an item stack on your tool belt.
6. Press 'e' on the keyboard.
7. Press 'q' on the keyboard.
Half the stack of the item disappears.
I noticed after step 5, you can place the item you right-clicked on the ground, with the blueprint icon on your cursor.
This does not happen when clicking the new blueprint button from the library.
Log file is attached if you need it.
Thanks.

Thanks for the report. It's now fixed for 0.16.
If you want to get ahold of me I'm almost always on Discord.
