Trains should omit the next station if its "wait until" condition is true / check the condition before picking the next destination.
For example you may have the wait condition "until plastic bar >900" and you may already have above 900 plastic bars in the cargo, but over time you'll get more and more plastic bars loaded at this station - even up to 2000 - if the destination station is full.

put until empty where you're at? or <500 or whatever....

Maybe I see what you're talking about...
If I have a train shipping stone and coal, it will have 4 stops:
1. Load coal (Until full or 45 seconds) (Disable if there's less than 2000 coal ready)
2. Unload coal (Until empty)
3. Load Stone (Until full or 45 seconds) (Disable if there's less than 2000 stone ready)
4. Unload stone. (Until empty)
I disable 1 and 3 if there's not enough to load. But it will still always do 2 and 4, even though the departure condition is already met.
If I have a train shipping stone and coal, it will have 4 stops:

You may have several trains loading e.g. plastic at the same station. And if one is full resp. has its destination load, it should omit the train stop where it shouldn't do anything but proceed to the next station.
You may create an endless loop, where a train won't longe move, but then that's the player's fault.
