Allow UI elements to be moved

I use a large UI scale and I'd like to move my minimap to the left side of the screen in order to make more room on the right side. Searching the forums didn't reveal very much other than this old suggestion: viewtopic.php?f=6&t=6996
Ideally most or all UI elements like the minimap and toolbar could be moved with the mouse, snap to the sides of the screen, and remember their position, but I realize that's probably a lot of work to implement.
A simpler solution would be hard coding desired position changes in a mod, but I was unable to find anything that would allow this in the modding API.
