Problems with technology graphics

I am creating a little mod with technology research, but when I want to add an icon to it, the icon has to be a 32x32 image. I know I can use bigger image but I don't know how, because my image is offset in that case. How can I use this image?

icon_size = 128

128 px is the standard size for technology icons btw.
