Every time I open the game, it loads up to 2% with the caption, 'loading mods' and an error pops up saying "value must be a list or dictionary in property tree at ROOT.mods"

Your mod-list.json seems to be corrupted. On Windows it is usually located at %APPDATA%\Factorio\mods\mod-list.json
Upload the file here if you can, then delete it. Factorio should be able start after that.

In next release (0.15.32) corrupted mod-list.json should not prevent Factorio from starting.
