Steam engine seems bugged

The layout has changed with one of the latest steam updates so I tried to figure out the offshore pump - boiler - steem engine mechanics.
I noticed that adding boilers and steam engine did not increase my energy output - it was with 8 boilers and 10 steam engines around 1MW.
So I tried test setups with just one pump, one boiler and one steam engine. The performance was 50-80%
Interestingly when I added a second pump, boiler and steam engine - not connected to the first one in any way - the performance dropped to 20-40% on both.
Together they produced roughly the same amount of electricity as just one.

The avaible performance is 100%. The current performance is below that because you don't consume that much power. The current performance will go up when you consume more power. NaB
