Achievement issue ^solar panels^

Don't know if this is a known issue but I started a new game trying to get some achievements. One of them is to win the game without using solar panels. But this doesn't work correctly after 1 hour of playing I still hadn't use a solar panel but somehow the achievement showed I have to start a new game in order to get this.

You play vanilla ? Are you playing in peaceful ? Never used a console command starting with /c during your game ? Actually, you may build solar panels, but can't plop one at any moment to earn this achievement.
