Steam Update Privileges 0.15.28/29

I wanted to update to 0.15.28 but Steam said I had no privileges so I decided to wait until 0.15.29 but I had the same issue as before Steam came up with a message that read:
An error occurred while updating Factorio (missing file privileges) :
C:\program files (x86)\steam\steamapps\downloading\427520\data\base\campaigns\beta\level-1\blueprint.dat

I'm not sure weather this is steam being restrictive or a bug in what seems to be the first campaign level.
Also I had completed some of the first campaign in 0.15.27 if it might be because something was changed in it.

This seems more like a steam bug than factorio bug. I would try to uninstall factorio and install it again, or delete the file manually or something.

When I tried reinstalling it it had the same problem but I cant delete the file manually cause it says access denied.

try closing steam, then starting steam with 'run as admin'.

Reboot your computer and try again.
If that doesn't help, run scan disk on the drive with your Steam library.
