TLDR; Is it possible to get a map-settings.json file with actual default settings?
The whole story:
Context: I run a headless server Ubuntu, with factorio 0.15.6.
I also checked my local installation, and this also goes for the one in the non-headless binary for OSx, but I don't think this file is used at all on these installations?
I created a map invoking the following command:

factorio/bin/x64/factorio --create factorio/saves/game015 --map-gen-settings factorio/data/map-gen-settings.json --map-settings factorio/data/map-settings.example.json
It does not alter the prices unless the --map-settings option is provided.
I am sure that the file used is the one included

Concretely:
If you look at i.e. difficulty settings -> "recipe_difficulty" is set to 1. However in factorio/data/base/prototypes/map-settings.lua it says
