Hello;
Previously I was signed up for the latest experimental branch. I switched to 0.14.21, and can no longer switch back to experimental because the option is missing.
I rebooted my computer, logged into steam again, and it's still not working.
Factorio is not running, so that's not the problem.
Please see attached screenshot.
Any suggestions?

Hi, there is no experimental build currently released. When we release 0.15, new experimental branch will be created.

Also confusing is that when I launch the latest version available to me, on launch Factorio has a popup which says I should select "experimental" beta in Factorio properties in Steam.

You get the message if you select branch with specific version - for example "0.14.21 - Factorio Stable 0.14" will give you the message, because that branch will never be updated.
If you opt out from beta branch (select NONE), you'll also have version 0.14.21, because that it the most recent released version, but you won't get the message, because this branch will be updated automatically when new stable update is released.
Maybe the message needs better wording, its purpose is to warn people who accidentally selected branch for specific version.

yeah. getting the same message in game. like it was already said, I believe you but if that was the intention, it missed the mark.

I want to play the experimental inside steam and it asks me for a beta key. Where can I get it?

just select 0.15.x - Latest 0.15 Experimental in betas and close window, it will automatically download 0.15

codes are used to unlock "private" branches. eg. branches that are hidden from public and don't appear in selection until you enter and submit code.
