Support target_temperature on any heat energy source

Since heat source can now be used on any entity type, it would be nice if target_temperature from boilers were also usable elsewhere, i.e. the minimum temperature for the entity to start operating. This would vastly help better modelling real-life processes on other kinds of machine.
