Why is it only on this curve? All four of the trains are fully pulled into the station. Also, if it was closed, the inserter shouldn't work, right?

The open/closed condition is purely visual and as stated in the past this is intentional.

Oh, I was confused by the locomotive (tho in fact it doesn't have anything to do with the issue).
In case someone (including me) is still having problem here:
it is the same as placing a cargo wagon rotated by 45 degrees. Inserters can still insert items to it. The wagon is actually opened. But the graphics of diagonal opened cargo wagon is not supported. I believe file size and/or production cost was considered.
Make inserters not interact with cargo wagons that are not perfectly horizontal or vertical, so the graphical appearance is matched.

We only made sprites for the cargo wagon doors in the horizontal and vertical positions. Inserters don't care about that and can operate in any orientation.
The wagon doors didn't even exist before 0.15 so it doesn't matter that they don't work in all orientations. We're not making inserters not operate on them in non-vertical/horizontal orientations.
