If you blueprint new storage chests for bots to place and mark existing ones for destructions, the bots make no priority in removing empty chests and placing new ones, instead they proceed to attempt to remove the entire inventory contents of the existing chests and gradually remove empty chests, but have nowhere to put the contents, if a valid chest exists they will also place the removed chests into this instead of constructing new ones.
The result of this is unless you explicitly mark small amounts of existing chests for destruction, the bots will simply get perma-stuck, if you also have a personal port they'll fill your inventory.
Bots _must_ have priority in constructing new chests over anything else, and if there's empty chests for destruction they should be directly transposed to the ones pending construction, they should only proceed to re-locate items if the first two conditions cannot be met yet and upon doing so should focus on singular chests at a time to prevent fragmentation (eg 1k half-full chests waiting for destruction).

That's not a bug, robots are dispatched 3 max per tick per job type to first repair, then to deconstruct, then to rebuild, and then to deliver modules.
