In my smelting setup, I turn on columns of beaconed electric furnaces as needed. Different columns get power depending on how many plates are in the station buffer chests. Beacons are shared between columns; they can get power from either side. Some beacons that are between an unpowered and a powered column act as if they are severely low on power (low red power bar), while other columns of beacons, that are between two powered columns, and on the same electric network, show a full green power bar.

My beacon and inserters have low power bar as well, although I didn't highlight them in the screenshot. This has to do with unpowered poles creating a power deficit when a building/inserter/etc is within range of both a powered pole AND an unpowered pole, if the building/inserter/etc was placed after the pole was placed.

I solved it in a way, that the beacon works properly (by increasing the buffer of it).
The bar will still not show full value in this specific case.
