This happened on Tight Spot level 3. The attached save file should show the problem.
Focus on the blue inserter with the red wire attached. It's up and slightly right of the shop.
Steps to recreate:
1. Load the save file.
2. Hit start.
Expected: Red wire will cause the inserter to only activate when the conveyor above it is full of copper plates.
Actual: The red wire disappears, and the inserter grabs anything it can.
That red wire was an attempt to work around a different problem.
Steps to reproduce my original problem:
1. Load the same save file.
2. Delete the blue inserter.
3. Place a filter inserter (there's one in inventory) in place of the blue inserter.
4. Set the filter inserter to pick up Copper Plates
7. Close the box
8. Hit start.
Expected: Only copper plates will be routed down.
Actual: Nothing gets routed down at all
There also seems to be something wrong with the "Reload" button, but I don't know if it's intended. When you hit Reload, the hotbar reappears with no filters. (I hate it when people report more than one bug in a single comment. Let me know which are real bugs and I'll be happy to separate them.)

It is fixed in the next release
