[15.13] water pump not filling assembler

I know, but there is no water to fill a barrel, so for me there is no point to even put barels into machine, i was planing to bring the barels with bots, but when i saw that assembler is not filling, i sent a bug report

i just did some testing ingame, when i put some barrels into assembler it started working like normal
