At this time we are happy with the current state of steam and water and aren't looking to make any further changes on the topic

I've said a few times now that such changes are possible to make as a game mod, or at least seem like they might.

Will probably play with the idea myself a bit at some point if I don't get beaten to it.

Such a mod would improve realism yes, but it is sufficiently disruptive to gameplay that it probably would be best to leave it as a mod.
