[Klonan] [0.15.1] locked belts and miner on First Step/level 3

In the initial base of the scenario map "First Step" Level 3 there are locked belts, miners and inserter. It is not possible to "build over" them, specially the belts, to change the directions. Interestingly the last belt can be build over. However, you can remove and rebuild them so they behave like normally places items where you can build over them to turn the belts/inserters/miners.
