With the setup in the last picture? That has way too few heatexchangers to really use up all the power. Of course the outermost heatpipes will heat up then. The 4x4 is essentially a 24 reactor design and it needs 368 HEs and 633 Ts. Because you wouldnt get the same power with the same amount of reactors in the ususal 2xN design. Also it needs at least 32 pumps then.
