Limit fluids in fluid wagons

Add ability to limit the amount of fluids in fluid wagons, as in cargo wagon (Screenshot 0), but for each section (Example: screenshot 1).
Сan be useful in transportation of oil products, since they are produced with different speed.

After all, we have the ability to restrict the slots in cargo wagon, there also will not be superfluous, if we're taking different fluids from the plant, which are produced at different speeds.

You can already do this with circuit conditions. Connect the station to the circuit network, read train cargo. Turn off the pump feeding the train when the fluid level has reached the desired amount. Use the "or inactivity = 5 sec" rule to kick the train out of the station once it has all the fluid.

All vanilla fluids are infinite in that they all originate from oil which is infinite. Not being able to limit the fluid wagon to some amount doesn't change anything except you would have to produce a slightly smaller amount of the given fluid.

I don't see it as worth the time and added bugs/confusion it would cause. Just fill the tank up and it will work fine.
