Allowing cargo to be palletized/containerized (pallet being a large chest), it could be loaded onto wagons in sets of 3 (similar to the new liquid vessels). Adding a train load/unload that works on pallets only, train processing could be simplified for space by moving the pallets via conveyor away from the the train for processing.
Palletized/containerized items would require special belts/equipment to move that should be fairly expensive in order to restrict the amount of distance they move without a train.
This would also help with buffers as these new containers would be a larger version of chests that could store excess items waiting for processing.
