I have the feeling that each tank of my train selects a pump upon arrival and refuses to change its' mind even if this pump is off while an other pump is on.
Some pictures. The selected pump south of the train gets enabled as soon as the train arrives (as soon as the circuit reads petrolium from the train).
As long as the pump in the north was not there, this was working fine. (This new pump only gets enabled if there is water in the train.)
The situation is asymmetric in the two pumps: if the train with water arrives the pump in the north gets enabled and starts pumping.

They are too close together. And maybe too far away from the right tank.
Place one on the far right and it will work.
Also one of the pumps is inputting into a pipe that has lubricant in them, but your train does not. maybe thats also doing something

To clarify: This is what happens if the pump in the north is not there when the train arrives:
The pump for the lubricant is disabled (and not connected, since it was disabled when the train arrived), one can see a red light if one looks closely.

In your first pictures it looked like the right pump above the train does not connect or cannot connect to the tank on the right. I thought you meant this one. Hm. Can you put the left pump above the train one tile to the left? Maybe this helps.
Looks like a bug to me though.

Ah, there you have it. Then put the bottom petroleum pump one to the left. It looks like it is the same position in relation to the train as the pump above the train when you put this one one to the left.
Can you post a bluerpint with both stops and the circuit stuff with pumps? You should post a bug report regardless.
