Binding Storage chest slots

Just like wagons. And drones must keep binding slots in the top priority for filling and minimum priority for emptying. But binding slot is not a request, for drons it is just a top priority slot for some item which the drone needs to be removed.
This will make the logistics system much more comfortable.
