Blueprints fail to add circuit wires to existing rail signals.

Reproduction steps:
1) Lay down 2 sets of this blueprint for rails

4) Let the construction robots build it

The resulting build by robots is missing:
- Green wire from medium electric pole to middle signal
- Red wire from medium electric pole to last signal

Using just the second blueprint will generate all wires as expected.

Blueprints won't ever connect circuit wires to existing entities when placed. They only connect them to each other.
