[0.15.10] Minor graphical inconsistency with boiler output

It seems like there is an inconsistency in how boiler and steam engines icons overlap in ALT-mode.

As seen on the screen, in the N and W boiler rotations the boiler is on top, while E and S the steam engine icon is above it.

I guess this falls into the "after all the other stuff is done or we are bored to death" cetegory as only players will the most severe case of OCD will even notice that.

That's working as intended. North/West renders above South/East - which is what you're seeing in that picture. That's how the entire layering system it built.
