[0.15.10] Removing mods loses settings/keybindings

If I remove mods from my gameplay, like for example remove all to go to vanilla, when I add them back I lose all the mod settings and mod keybindings.

Maybe, instead of removing them, just keep them hidden and ignored? So, when we re-add the mods, all settings are there again?

That's not a bug, the same thing happens for all other parts of the game: entities, items, signals and so on.

TLDR: Possible even easier solution not perfect but best then current situation, save the mod settings and keybindings inside the mods folder instead of the factorio data folder. At least, this way, the settings are stored with the 'pack' and dont get lost when we replace the mod folder content

I accept that is not a bug but instead an unforeseen and annoying consequence of overwriting the settings and removing every setting that are not present on a game.

Before 0.15, we could alternate between different mod folders or even vanilla and not lose a single setting since they were saved inside the mods.
A system was implemented to make it easier for users to change mod settings, instead of having to open zips, change config files and zip again. Awesome in theory, chaotic and horrible in practice since every time I change 'mod pack' I loose all the settings and keybinds and have to re-configure everything again.
