[0.15.10] Heartbeat outside latency window

[0.15.10] Heartbeat outside latency window

I am trying to run a factorio server and play the game on the computer at the same time. Whenever I use the main factorio game to launch the server, everything works fine. If I try to run the server and connect, it gets to catching up, but then the bar goes backwards and it says my computer isn't fast enough. In the server window it is being spammed this error.

The first byte in the packet will alternate between 06 and 26. The third byte will count up in hexadecimal.

Once I get the error about my computer not being fast enough the packet changes to this.

Edit: My friend can connect with no problems.
