[0.15.7] [twinsen] Crash after joining: "invalid special signal combination in parameter" (MR)

We had a weird crash on a modded server. The crash happened after someone joined. I have no clue how to recreate the crash but it looks to me that it is something with decider-combinators. This is the link to the modpack: https://drive.google.com/open?id=0B8NYC ... HNJS0NTVTQ . There where no combinators placed anywhere which is really weird when you look at the log.

It only crashed when one guy joined and he had blueprints with combinators.

Best theory I have is that some guy with blueprints from 2015 joined the game
I added some better error checking and migrations to hopefully fix this.

Should be fixed in Version: 0.15.11.
