Circuit Network - Comparing Multiple Signals

So I've got a Requester Chest where I am setting the Requests via the Circuit Network.

I want to unload this into a Steel Chest using a stack inserter, but ONLY when the Requester Chest is 'full' (i.e. all Requests are filled). The requests may change depending on what is required, e.g. it could be 100 solar panels + 100 accumulators, or it could be 1k red belts + 50 red tunnels + 20 red splitters, or anything else for that matter.

Can this be done? I don't see any way of comparing multiple unknown signals...but maybe I'm just not thinking laterally enough :P

Green wire = request signal
Red wire = chest contents * -1
Inserter = Everything < 1
