Actually, a 1x1-tile wide splitter that can be connected side by side with itself would serve the same purpose, but you would only need to craft one item

For sure we won't beed nor wouldn't want splitter that aren't prime numbers

Instead of making new entities I rather would make it an set-up option in the vanilla splitter how much you want on which belt. And I not see why prime-numbers should be a problem here.

I'm torn on this.
A modular splitter unit which let you set up a line of splitter bits and give each outputter an equal share would be simple, but limiting because it would cause an excessive amount of extra belts.
A "Smart Splitter" would be an amazing boon to minimizing belt usage, it would allow belts to be much more generalized, with A smart splitter, eg, sending 100% of iron ore left, 100% of copper ore right, and splitting up coal, with a second splitter for making two lanes, one ore and one coal. In two tiles it would fit the niche of what, a dozen smart inserters?
The problem with the smart splitter is that it would be expensive in game balance terms.

splitting prime fractions off is possible without a mod, gets a bit expansive though...
