[0.15.9] Can't ghost place landfill

Hi,

I can't ghost place landfill anymore by holding shift and left clicking. I was able to do this a few versions ago.

Ghost landfill hasn't been a thing since 0.13.0. It was disabled in 0.13.1~.

is there a way to make a landfill blueprint?
