[0.15.7] Map generated with no oil near spawn

I've generated this map for sandbox on 15.7 and there were no oil patches near the starting position
I've justt generated another one in 15.8 and the abundance was right again

I thought is was guaranteed like the other resources. But now that you mention it, I like that challenge!
